There arent many good spots to learn on the Northern Beaches, but if you wanna escape up the central coast Picnic point on Tuggerah Lake side of The Entrance would be my pick in a NE'er. Theres lots of spots around Tuggerah Lakes for different winds such as Canton Beach in a Westerly (winter breeze). Or as Galah said go down to Dolls Point with every other kiter from the southern hemisphere and try not to kill yourself, and watch out for the run out tide if you lose your board...
Kiting on the Northern Beaches is all in the surf, which makes it hard to learn. Long Reef in anything from the South, Palm Beach and Narrabeen in a NE'ly. No real flat water to be had up here though so get used to doing some miles to the Central Coast, its well worth it.

yes go up to lake tuggerah, its a bit dirty and smells but its great for learning.
in a NE and SE chittaway bay is the best apparently, nice gras to set up and shallow for a long way out.
