I have spoken to the boat captain about this and he reckons it is the best opportunity for waves, while there would be some days of perfect flat lagoon's the trip I am on is the furthest to the south east they have been and will be close to the edge of the reef and on a boat!. It is the first time they have been there and he reckons it should be good (he like looking at google too).
They often kite a couple of locations every day so there should be plenty of opportunities for kiting a bit of everything.
I think if you look at the link above by ApatheticEnd he has some pictures and talks of waves they encounted on his trip two years ago, while not showing the full potential it was not a designated wave trip and I think most of the people on the boat were happy to mostly kite what ever they found.
All reports are the area between Cooktown and PNG are windy and way more reliable than Fiji
