I was there for 2 weeks in April last year.
you will need a car. be careful where you park we had our tyres slashed and doors scratched.
wind wise, got some pretty good days with strong 20knots all day long NE (cross on).
Stayed in San Juan for a few nights. (I don't recommend it)
the beaches there are very crowded with beach goers and theres not room to kite. the designated spot where the only tiny kite shop(15knots) is, is in front of hotels where they have a sectioned off area for swimmers all the way along the beach up to 20m out. so you have to body drag out the stay out. the people in san juan are not very friendly especially if you try to speak english to them. check out old san juan town, its very nice european cobble stone streets and cafes etc.
i then stayed at Jobos. a small town on the NW corner of PR. much nicer than san juan. home to the spot SHACKS. a right hand point break over shallow reef. (only for advanced wave riders) when the wind picks up this wave is a dream for us natural footer surf riders.
there are some flat water beaches around if you look hard enough although i was only into the waves. there are some good surf spots near there too (Jobos beach) BEWARE of the localism. dont drop in and smile at everyone.
then went down to RINCON. home of the best and most consistent waves I found in the Caribbean.
theres heaps of waves(right hand point breaks) and spots which you will find to the north of the small town centre there.
learn some spanish, it will help a lot. and surfboard bag fees, be prepared to pay $150 on every flight around america and the caribbean.
