Heya Brownee,
If you want to be close to a good launch you want to be near Wellington Point on the southside or redcliffe on the north - try Wellington Point, Ormiston, Cleveland, Thorneside and maybe even Birkdale or Victoria Point on the south. Not too familiar with the northside, but redcliffe and sandgate obviously to be near brighton kite beach.
as far as south side goes - avoid capalaba and alexandra hills - they are ok, but have a fairly high density of cross eyed petrol headed bogans.
going closer to the city, there are some really nice places around greenslopes, hawthorne & balmoral, tarragindi, new farm, red hill. they get pricey in this range though. also, if your close to the city you have fairly easy access to the gold coast highway which will get you to sufers paradise in under an hour (same goes for any of the southside suburbs)
i would be wrong to assume you're moving here eh? well, if you do, can you bring some more wind
