kiteboarding includes all forms of kiting with a board, mountain board, snow board, surf board, wakeboard etc.
Kitesurfing represents the water based disciplines within that biggger group.
You could argue that riding a twin tip on flat water is hardly "surfing". but you have to be able to differentiate the disciplines somehow.
Maybe we should call it waterboarding, but I think that has been banned by the geneva convention
