Never heard of it & lets face it - it would just be one more obstacle in a small kiting spot.
Unfortunately it appears that a lot of kiters are giving up on St Kilda & moving across to my favourite kiting spot.
Mind you most of them are weekend-only kiters - this arvo only 4 kiters out until about 7pm and then just 2 of us until it got dark. Its sooooo good being able to freestyle without having to avoid the traffic
