Season is tapering off then. When you say beginner do you mean you need lessons?
Tarifa is REALLY busy, like you wouldn't believe in October. Not much fun for a beginner. Some of the days will be too windy for you too. In France, Montpellier has a good school http://www.axelair.com/ecole.html and a lot of places to kite.
