Well at least they are comming up with solutions to issues at the pond. But I don`t think it was so much a "conflict" between the kiters and wind surfers, but an understanding of each others needs. And a few signs might just help everyone, even visitors from abroad, know what is and isn`t acceptable at the pond. That way it may not be necessary to cut someones lines to get the message across.
