I know of one claim a few years ago where the insurance company paid out ~ $120,000 where a kiter ran into a swimmer.
With that as a benchmark, even if a thousand kiters paid $10, thats only $10,000. The insurance company would be out of pocket $110,000, and that's not even counting lawyers, membership processing, postage, customer support, etc etc etc..
