I've got this friend, right, and he wants to know how much wind he should need to be going upwind. Flying a 06 13m fuel, riding a Best 130x40.5, and weighs 80kg. I've He's gone upwind OK in 20 knots, but can't seem to make ground at 15. Is this lack of skill?

nah man at 15 knots most would be struggling to stay upwind at your weight and with what kite your flying, over time youl develop technique for riding upwind though and you might stop loosing as much ground or even stop loosing ground at all in those light winds. just practice

If its blowing 15 kts for real and not just gusting up to 15, you should have no problem staying upwind.

I've got a 12m Cult, 132 board and weigh around 83kg and can stay upwind in 15kts...
