Quiver, i used to live in the whitsundays, on hamilton island to be exact.
At the time i wasnt a kiter so i wasnt too clued in to it, however there is a scene up there. Most afternoons there is a decent breeze and always a few kites up. On Hamilton Island the channel between marina side and dunk island seemed to be the best spot.
In terms of regulations and that the whole place is so uninhabited that you'd meet very little resistance. Kiting of whitehaven beach and some of the other lesser known but equally awesome beaches would be absolutely unreal.
At airlie beach, the mainland resort in the whitsundays i reckon by now there would be a pretty solid kiting crew so probably best you started there.
By the way, sporties bar on hamilton island on a tuesday night is a must do!!!
