Some great ideas being put forward here. Personally I reckon that if it could be achieved (big ask) a kite licence would be a great move.
But in saying that you have to consider that the drivers licence; even with all its big sticks and road rules; doesnt keep our roads safe from hoons & dickheads OR those who just never learn to drive competently after passing the test.

yeah but the other drivers on the road don't have the guy just before my post on hand for clowns wanting to stuff it for he rest of us at your local spot

Africa is proof that self regulation doesn't work. There are always people out there incapable of regulating themselves.

I would not have started a thread on whether regulation of kite boarding is necessary or not, because it looks so obvious. Our popular beaches will not sustain the present growth of the number of kite boarders. The new housing developments along the shore will also increase the number of other beach users, who will likely to be families with kids. If we don't activate our brains and intelligence now to work out some proactive implementable ideas, soon we will have lot more time to spend searching for funky-funny pictures on the internet and talking about the good ol' days when kite boarding was free.....

There have been few areas some of us mentioned:
1. Licensing
2. Education
3. The role of regional associations
4. Public relations
5. Community awareness of kite boarders
6. Information and licensing for tourists

Any ideas about the details and how to implement them...?

Africa has some of the worst example of dictatorships, genocide, etc. I was simply referring to the fact that self regulation doesn't always work. If it did, we wouldn't have requirements for the UN. Nothing low in that blow, its reality, I'm from Africa, I've seen it.

Much the same as self regulation doesn't always work in Australia in many respects, take drink driving as a good example. We make the assumption that everyone is responsible, and yet, so often we are reminded that about 10% of the population are not capable of self regulating and that is why we have to have drink driving laws with people regulating them. People make the mistake of assuming that just because they are responsible enough to not ride through a crowd of kids in the water that everyone else will, assumption is the mother of all *#% ups.

You can say the comparisons are complete off, but its not that different.
