I had a chat to a guy that lives in Vanuatu. Lots of wind, but the beach situation is not good for launching. Much the same as for Fiji as well described by Jess recently.

We went 18 months ago (September) and we had a good wind (maybe 6 out of ten days). I think this was mid-late season for trade winds? Of the 2 places we stayed Hideaway resort was probably best for kiting (flat water). Beachcombers had a sketchy launch and a bit gusty 'till you get out but the waves looked good further out. Saw the party of North riders have a ball there (there was a review from their trip in one of the mags - Aus Kiteboarding I think). It sounded like being mobile was a huge advantage (they were on a yacht) but the best thing for me was the fact that you could kite while visiting an island which was so welcoming and interesting without being overdeveloped. I would thoroughly recommend it for a holiday, but its not a 100% kiting destination and as you probably still have to find your own way around you may not get as much time on the water (as say Fiji or New Caledonia - I imagine). That may have changed though.
