This is the time of year they are usually the fullest. It's all downhill from here.
Nillacoote is supposed to be best from a sailboard perspective but benalla wang, sailors still drive to waranga.
the Hume etc. are full of trees, so you need a boat to get to clear spots.

thanks...when the best time to kite board at Waranga basin...is it OK for a beginner?

Waranga basin has a few spots but the caravan park just out of rushworth on the tatura road near the outlet of the western main channel is probably most beginner friendly.
Boat support opens up a lot of choices.
A tip for large inland lakes and kiting without boat support :-
get a small backpack that has mesh panels so water runs out, and carry some straps and sandles. You can strap your kit together and carry it on your back, put on sandles and walk back or to nearest road.
It's not just a beginner thing, wind on inland lakes stops without warning and the trek back from the other side of the lake can be tens of k's. A 15k hitchhike in wettie and barefoot is my record.
