Never actually kited or sailed there, but worked there and I know Dampier has pretty bankable rock steady winter easterlies, and summer west / South-westerlies. It also has fish about 7 feet long with big teeth, so wear a chainmail wetsuit!

Actually, I have a load of Dampier data at work and if you want to get technical at Dolphin Berth near Dampier:
Wind speed exceeds 12kts 50% of the time in Oct / Nov / Dec and 30% of the time the rest of the year.
Wind speed exceeds 16kts about 20% of the time in Oct / Nov / Dec and 15% of the time the rest of the year.
Wind exceeds 20kts only about 5% of the time all year.

ive been kiting in dampier a few times in the last week with these 15-20knot SW's just set up in the main public beach south of the soccer oval-see you down there! NE's Hearson's cove is good on a high tide. Keen to check out the south side of rosmary island on a SW'ly as well, was out there the other day without kite and the small reef keeps the water very flat.

I went kiting at Hearsons cove 2 weeks ago. Pretty nice flat water and nice steady NEasterly. Watch the rocks. Good beach to set up. Reasonably shallow <1ft close inshore.
