you can kite at sanur on the north side of bali- there is a kiteschool at the hotel ....forgot the name but its a good place to kite from - flat water but you need a high tide so be mindful of that .... there are waves out side which are ok but not great.
If its waves you are after there are better locations in indo....
sanur beach hotel/blue oasis is the shop out the front.I have kited in june july & august.stay kuta side ring hotel to check wind take 12+kite & surfboard good wind last july
