Vietnam is good, a place called Mui Ne, about 3 hrs from Saigon. Town is small, however very cool. Accom is cheap, food (seafood, seafood and seafood)is cheap and great, quite a few kite schools etc... do a search in the forums there some more info. If the wind drops down, hire a scooter and explore around the area as well.

Cabron, will be backpacking through there but can't afford to bring any kiting gear as will be going for too long to cart round. Any chance of hiring gear there or should i just write kiting off altogether?

Not 100% sure, but i'm sure it could be possible, there's a heap of kiting schools, some of which I think rent gear. Check out the past forums... I think there is a aussie run school near the sailing club that does, or a Russian run place that might, the oldest school there is called Jibes, just ask there, if they don't hire gear they will tell you where does!! All in the good ol $US though... try and stay fairly central, not where some buses drop you off. i.e Try to stay 500m- 1km either side of Jibes...otherwise you will send more time walking or on the back of a moto. Have Fun

yes you can rent gear in Mui Ne , expensive though , I would seriously consider taking some , and selling it there.
