Best bet is to go up to the kiters that you have seen and ask where the local kite instructor is. Best to have a couple of lessons to familiarise yourself with the safety issues, local beach rules and some tips & tricks. And you can also flog their gear without breaking yours. haha.
Then you won't be the guy with 'no idea'
