Two of those pulleys do jack, except when the IDS is operated, on the 2010 IDSX kites those pulleys have been replaced by a forged stainless ring thing.
Another excellent option would be a 2009 Convert 9M IDS, should be able to get one for around your budget.
8M SB IDS is an excellent kite, and if you can get one that combo will work fine there will be enough comfortable overlap.
Combo will still work for a 95kg rider but they would need to allow 5 knots more or get 2 boards and decrease that by a few knots.
