Iam chasin an honest opion on a new kite for surfin . 7 meter . need fast reluanch ,fast steer (which should be most at this size) lite to steer , very user friendly . With some little boosten . Not interested in wake style or unhook style riding too old for that stuff body just cant handel it . More of a cruse in on the wave park and ride the wave and riding down the line type of kite . I weigh 60 kgs looken at wind 15-25kn . After personal opions as all i can see is everyone is a lot hever than iam . Thanks

Naish Charger has all the qualities you have listed, i have a 9m and super stoked with it.(70kg 14-25knts)
Best V2 Kahoona is great in the surf too, but bar pressure imo is medium/heavy.(smaller sizes may be lighter, only tried the 11.5m)

mate you're 60 kg !! get a 5m and 8m thats all you'll ever need
i'm 90kg and ride 7m and 9m all the time
get a Naish Helix - the charger sux {sorry George}

I tend to agree with the first opinion. Charger fits the bill nicely for what your asking.
There are lighter on the bar but not in a Delta. I own a 7m and a 9m and both turn amazingly well and bar is light enough for one hand flying down the line all day.
Also flew the F-One Revolt in a 5m and it worked well too. A bit heavier on the bar though.
Nothing against the Helix as it's a freakin awesome kite but some find it too aggressive for wave riding. The 7m turns like a blowfly!!!
