Best goto a kite shop if you are a newby as they will help you and be around to answer your questions and fix you up if things go wrong with your kit. The nice thing about kite gear is its easy to travel with so you'll be able to take it back home with you easily. You'll have a ball in WA!
I agree with all of the above - 3 months of lesson is very unnecessary and crazy expensive. Have enough lessons to be able to operate the gear safely and ride on the board... everything else comes with practice. When the wind is up most locations in Perth have plenty of kiters and people to help you launch and land your kite. The Seabreeze site has meetups and you can quickly make new friends to go kiting with.
Try the kite shops for 2nd hand gear but dont forget you can also search the Seabreeze buy/sell guide for kites in WA which is where I have bought all my kites from ... usually ALOT cheaper than the stores, however you need to be comfortable and confident examining the gear, if not take someone with you who knows what they're doing.
Oh and almost forgot, most places wont let you hire gear unless you have an IKO certification and have reached a certain level of competence ...
If you go to the WAKSA website or google WAKSA locations you'll find the a list of places to kite in and around Perth ...
