SB IDSX 2010 10M would be a good choice and you will not outgrow it anytime soon/ever maybe? Also in the delta style kites have a look at the Cores and Kahoonas, better pricing and just better all round for begginers and intermediate riders.
Boards, look for something around 1.30 to 1.40, some good choices are Underground, Best, Cabrinha, Nobile, etc.
Prices range from $650 new in those brand above. So including a harness and considering that you'll get a discount when you buy everything together from one store, budget on around $2200 -$2500 for a setup.
Forget about boots for a while, just get a board for/with straps, you will have enough to do learning to kite and stay upwind, jump etc, without the hassle of trying to get into boots and then dealing with them when you crash, which you will.
Drop into Kitepower Queensland at Redcliffe, they do lessons and have a big range of demo gear.
