Mate, come to Western Australia, fly for the forecast to be almost sure of the wind. Been only to Sri-Lanka but talked to people who tried other places in Asia and they don't come close to what we have in Perth at this time of the year (quality of spots, crowds, quality of water, etc). Overseas kiting schools are not dirt cheap - you will be still paying $50 per hour or more for instructions. Save on travel, visas, come to WA would be my advice.

I agree with Swavek. If not WA, try Far North QLD, at Ant's Kite Surfari. Mate right now that place is getting at least 18knots every bloody day non-stop!
