As long as you're under control and you don't body drag in an advanced/expert flat water location (safety bay pond, woodies beach 3) you should be fine in any location. In any spot you get to, you just need to avoid the main kiting area where most kiters are. Usually walking a few hundred meters upwind before entering the water does the job, sometimes downwind if there is enough room and if the wind is good enough.
I would avoid the main kiting area in Lancelin (in front of Edwards Island) as well. It's a fairly narrow area and the shallow reef is just 100 meters out or less. If you end up too far downwind you will annoy the windsurfers and your kite will stall from gusty off shore winds... Instead, drive further North in front of Lancelin Island (off Hinchcliffe Rd)
goo.gl/maps/fTaM7pJhHeH2 There is usually no one there and it works best on a SW, SSW but can get a bit off-shore and gusty on a S if you end up too far downwind in the bay.
Another tip to avoid the crowds is to show up to the beach early (before the sea breeze kicks in), setup your kite, bring a book or something and wait for the wind to be strong enough. by doing this, you will typically enjoy at least 1 hour of uncrowded kiting any day.
