Some schools do, some schools don't. The problem is that everybody's different, some people are just naturals. I bought a trainer and flew it for 10 hours before my first lesson because the internet said to. My instructor was almost completely uninterested, She was very quick to get me connected to a full size kite. In hindsight I figure I learnt as much from the trainer kite as I would have from folding laundry on the beach.
Also ,if you're short for $280 you can't afford lessons and should not be kiting. It can be dangerous.
