To put it simply mate. You are only punishing yourself trying to get going on a board in the surf break. onshore winds usually create mushy shore dumping swells that will knock you off the board every time you try get it on your feet. Most people go out to the bay to learn, and theres good reason for it.
You CAN use your kite and board to body drag through the break in order to find flatter water but an instructor cannot follow you out via kite or boat (maritime law) to assist.

Sorry, but i don't think anyone will be able to help you learn board starts through the surf.

How much do you weigh?
A big problem that I see from your post is the huge gap between your two kites. There is simply no overlap between them.
Even if you are a big guy the gap between the two kites will mean that you are hanging on to the 16M until you are overpowered, and even then when you swpa to the 9M you will be massively underpowered, understand?
You need a kite in between those two sizes, like a 12 or 13.

Once you have the right amount of power on tap its a lot easier to get up on the board and stay up long enough to get out the back, no lesson will help you get the right amount of power and thats simply what you need. We have several used/ex demo/superseeded new 12/13M kites.

A good range between kite sizes is about 3m. I would keep the 9m and probably sell the 16m. And get a 12m, if you are between 75-90kg. This would give you a good wind range. Sell the 16m if you can, unless you are very large or like to go in light winds 10-16 knots, then this kite once you get past the beginner stage would hardly get used.
Take the other advice on learning on flat water. I suggest going to Botany for a while, get a lesson from kite power, or another instructor that operates from Botany, will improve your kiting dramatically.
