Buy the 11 at 90 kg in that wind range.
You would struggle with the tronic at 15 knots.
I owned both kites 2012

I'm 93 kegs +/- and have a 2015 9m Drifter along with other quiver, plus used to have a 2015 11m Drifter before I sold it to get a 2016 12m Cat. I ride both tt's and directionals when out in the surf here on the Goldy. The 9m Drifter is a great kite for my weight out in the surf from 20kts through to slightly above 30kts for me. Under that I need a bigger kite like an 11m or 12m from 16 to 20kts and under that the big ass Zephyr 17. The easy decision would be get both but if you can't then the 11m will be your best shot as it can handle up to 25kts at our weight, just! It will however start to pull you off your edge a bit at the upper end. Still the 11m will drift superbly even at the upper winds towards 25kts.

I'd go a 9 and lose some weight.
