As Cbulota said there are plenty of isolated beaches in the surrounding area and national parks. If you are keen to dip your toes closer to town, try between wylie point and the bandy creek boat harbour (side onshore and small waves in SE winds), and twilight beach stretch just before twilight rocks (there are a few carparks along twilight road, wind will be side onshore in SE again, and there will be breakers with long flat waters between rollers). lots of beach space and few people even though close to town, and wind should be pretty clean (avoid kiting near the cliff areas and large rocky outcrops due to gusts/luffs)
observatory point is worth going out to and if you look out the west side, will be side offshore, so for advanced kiters/windsurfers only, and worth erring on the side of caution - if unsure...don't go out!
