I had finished sailboarding at Dutchies yesterday arvo (14th) and I thought I would check the Kiting area opposite the overpass to see if anyone had posted a "lost kiteboard" message on the fence there (I found one @ Dutchies last Wed).

Sitting in the carpark in a City of Fremantle car were 2 older gents in City of Fremantle uniforms watching and taking a great deal of interest in the kite activity on shore there.

I have no idea what they were up to but there may well be a move to restrict or monitor kiters activities along that stretch of beach -- or it was just a couple of older guys thinking of taking kiting up as a sport.

Possibly worth checking with the council on their intentions if anyone cares....
