I've only been in WA for 6 weeks and travelled from Exmouth to Augusta in a campervan.
Spots i would recommend for a beginner are:
- Sandy Bay (in Cape Range national park 1 hr from Exmouth). You will have to pay to enter the national park and there are no powered campsites in the park but this is an awesome, world-class kitespot. Flat, clear water, shallow, sandy beach and easy to avoid the few rocks.
- Coronation Beach (north of Geraldton) - flattish water and waves, also a sandy beach, pretty safe
- Lancelin - for waves. We preferred the beach south of most of the kiters (think main beach is Edward Island Point)
- Leighton Beach in Perth for waves
- Safety Bay (near Rockingham, Perth) - excellent for beginners as the water is shallow and flat
