Hi mate, depending on when you are planing to come up, anytime from August is good for predominant SE winds..
Sandy Bay in Cape Range National Park is a great flat water spot. You can also self sufficient camp in the national park.
It is busy from July - Sept with camping and there is no pre booking. So works like first in best dressed. But you can camp there for up to a month once you have a spot. It will save you from driving from Exmouth everyday. (@ 1 1/2 hours to S.Bay)
You will not need to hire a 4WD. If you plan to fly up, look into hiring a camper van.
Yardie Homestead Caravan Park is another good place to stay on the West side of Ex. It is only the 45 mins from Sandy Bay.
Happy planning...

Just realized I mentioned predominant SE winds in Aug. I meant that for the eastern side in Exmouth gulf, but conditions are pretty yuck. It usually turns to a SW over the Western side (Ningaloo reef side) after lunch. So really the best of both worlds.
