Im only a kid but i can help you with some of your questions lol

In the kiting season(September to March ish) we get out easterlys in the morning(Offshore).Then we get out afternoon seabreeze that can range from 15knts-30knots but 30 knot days are rare, usually 20knots every day.
The most common spot for flat water is called Woodmans point (woodies)
We have many kite shops around perth depends what kite you fly for which shops you call good.

If you kite at woodies, do not kite the offshore side unless you are competent at self rescue or thinking of visitng Africa

Write youre name & contact number on your board at the shop when you get it !!!

Make sure you ask the locals what the general rules are for that beach & just watch a little while too you'll see a general pattern.

Euros have got a really bad rep' here for doing idot things and you'll cop an earfull if youre one of them - lets hope not & youll make some great friends here
