Where around the Perth metro area is good to go kiting in winter?

Sorry i realise this is too ambiguous. I am on the look out for a river spot with decent stretch of beach for winter conditions, as still learning to get up wind. Is Melville water in NNE winds a good spot? Have not yet kited in winter, quite apprehensive.

There isn't really anywhere on the river thats good in wintery conditions as far as I am aware and as for Melville, kiting is either banned (not 100% sure) or at least discouraged during the winter months.
You are wise to be apprehensive of kiting in winter until you skills are honed, and even then it is never quite as good as summer conditions.
I think if you really want to get out you are better of on the ocean somewhere where there is a wide, clear, beach IMO.

Go to woodmans point or to Pineroo Point

These are flat water with long stretches of beaches and safe

Don't go to the river as it is too gusty

If you are still learning to get upwind you would be well advised to leave off (as difficult as that may be) till seabreeze season. Winter winds are just too unpredictable & punishing unless your kite skills are well and truly up to at least competent standard.
