I have just come back from Esperance. Luckily, we had a windy forecast for the 4/5 days I was there. If you stay in the town area fourth beach and Observation point are less than 10k out of town. They work on south easterlies. You can get a map from the campsite or tourist office. Fourth beach is favoured by kiters whereas observation point seems a windsurf preserve as the wind is somewhat offshore, I know I downed my kite there! I dare say there are a lot of other spots too if you look.
