Probably, the right hydraulic hose can work too. The most important thing is that it can bend just enough, but not more than that. For the rest, any material is suitable. The Nolathane rod I could not find in the Netherlands, but you might be more successful looking for polyurethane rod, since Nolathane is a brand name. (Self, I was still not able to find something suitable however)

The picture in Vics post is, I think, how most people attach the rod (insert the rod into both ends of the steering rod and put a bolt through it). That is also what I did with the hydraulic hose that was too flexible.
My current construction however is that I took 2 bolts that have a real tight fit to the inside opening of the hose and welded them onto the steering rod and at the front fork. Then I screwed the bolts into the hose. Since it is a real tight fit (it took a lot of force to screw them into the hose) they hold (so far) fine during sailing.
