They are all subject to this - nothing to do with any particular design, just the laws of physics and the fact that the VHF signal won't propagate through water.
Amongst all the other things to consider, you need to figure out how you to keep your PLB out of the water with antenna vertical as you gradually become exhausted and unconscious.
My Crewsaver Ergofit PFD has a sort of sleeve over the bladder which will hold the ACR ResQLink PLB nice and snugly out of the water with the antenna vertical while I become incapable of holding my arms up, my body temperature drops, and well you know the next bit ...

That way there's a good chance the SAR will return with a body.
