If you have a folding prop just one or two barnacles will effect speed. Half a dozen will make it just about useless. Black smoke indicates the engine is working too hard. Probably a dirty bottom and a fouled prop. Seawater temp is still about 21 degrees here, warmer in the water than out. 20 minutes with a hookah will do the job or snorkeling and use a soft broom with a plastic head. use the back of the broom head on barnacles. Wet suit to cut down on barnacle cuts.
Anchor in shallow water over a sandy bottom if you want good visibility.
