You will easily sit on 12knots+ with the kite up in a Perth seabreeze, about 6-6.5knots upwind.
Will handle the chop but might slam a bit. They had the national sportsboat champs off Freo with Shaw's and Vipers etc.
Legal to use tramps but you will all have to wear life jackets when racing as no rails.
I would recommend getting PFD 2 type dinghy sailing jackets not inflatables because when you fall in the water with an inflatable it is not a life jacket until you inflate it. once back on board and you deflate it, it's no longer a life jacket!!!
And by the look of the pics it doesn't have a reef in that N/S main, get one put in so that the top of the main is level with the hounds....for when it's really blowing!!
