QLD: Sailing schools and young instructors

Somewhere near Brisbane, is a sailing school that left me reeling.
A young man there probably a teenager was given two or three under 10yo kids to train and I later found out this young guy does not even have a BlueCard. Not only that but the kids were distraught when they realised that the swell was too big to handle and wanted to go back to shore. The poor bloke "teaching" was also left stranded out in the middle of a channel without any flares, anything other than a life vest - and this area is renowned for bull sharks!
This young bloke should have been given a bravery award and the media alerted. He managed to sail the small yacht in sudden 30 to 40knot winds back to shore, and I later found out he quit on the spot. He had enough.

Questions:

* Do these schools have to have professional adult trainers to teach young kids?
* What insurance cover do they have to have as a minimum?
* What secondary precautions do these schools have in situations like this?
* Why even give a teen the job of training if they have not been trained themselves properly?
* Are there reputable schools around Brisbane that are not cowboys and what organisation could I make a report to?

Parents were distraught to say the least, but the real fault lies with the school and management.
