I remove vehicle signs on a regular basis.
Soften with heat gun, which you have said you cannot do.
Scrape away with old credit card or plastic scraper whilst hot.
Remove excess with turps or Euc oil.
Use metho to clear away turps/oil if you wish.

If you cannot use heat gun, wait till a hot day to soften the vinyl or just slowly scrape away. DON'T be tempted to use a blade!!

If you have a battery drill, google caramel wheel, these things are magic for removing gummy decals, without causing damage to you hull. The friction from the spinning wheel effectively transferes the gum and remanents of the decal from your hull to the wheel, easy!
