I found this online but seems $$ for something that should be fairly simple to make..
powertiller.com On my last yacht I had an outboard mounted on the stern on a bracket. The engine was never used for steering and the friction was tightened so it did not rotate. The engine was a 8hp Mariner with the usual gear change on the side. I made an extension out of a section of a fishing rod with a pivot joint at the gear change. The end of this extension finished up in the rear of the cockpit and it was easy to change gears when recovering a mooring etc. I never bothered about the throttle.
On my yacht tender outboard it has a long tiller with the handle that rotates to control the throttle. The carburetor has a cord that adjusts the rpm and it revolves around the tiller. I also have a kill button on the end of the tiller.
