I'm honestly not sure - I don't know what the waterline to deckstep height is - though yes I expect that it's fairly close (especially once you take into account the wind indicator).
However remember those height clearance are from mean high water springs and, especially during new moon periods, you won't get anywhere near those tide heights, even at high tide.
Be very aware the current running under the bridge span can be extremely quick (especially during hour 3-4 obviously).
And while yes you can wait for the turn of low tide that means you uave very little spare water under the keel going into the marina areas. Swings and roundabouts I suppose. (yes you can get in and out at LL tide but you need to keep very close to the STBD channel markers)
