Transferring Australian Rego

So I ended up buying the Sayer 36, Schiehallion and am very happy with it. She's a great boat and I got her for a great price.

She's Australian registered and the broker assured me twice that the Aussie rego stays with the boat, not the owner and it was just a matter of transferring it over. He knew I'm not an Australian citizen or permanent resident. Still, its my fault for not double checking I guess. Anyway, after looking through the government website it appears that it might be complicated. As with all things governmental there is a fair bit of conflicting info.

I am a NZ passport holder, does that automatically make me a resident? Are there any kiwis here that have been through this?

I'm thinking of just filling out all the forms, sending them in and seeing what happens.

If the boats Aussie registered and it's staying in Australia, does it matter who owns her ?.

The kiwi resident thing changed a bit here since 07. Any kiwis arriving after feb 07 dont have access to centre link, student loans maybe even Medicare. I could be wrong and this whole"visa"thing we get automatically has def changed. I cant recall what the visa is called but most kiwis never thought they got a visa on arrival but we all have them. This means we are subject to the stipulations of this visa.

I think youre a resident if youve paid taxes here. Had or have an abn or tax file number

you can easily reg it as a nz boat if you are a nzer. it will cost around 900 for 5 years and you will only need a cat one certificate if you sail it to nz and then want to leave again, but you could sail out of Aus . As a NZ citizen if you take the boat to nz you will likely have to pay duty etc on arrival unless you can prove that it has already been paid . If you don,t want to sail to nz it may be worthwhile, no survey required.

Yeah I went through all that with my last boat and it was an easy process. It seems though that you can't transfer that NZ registration to another boat or another owner. Basically that $1000 is gone if you sell your boat.
The boat I have just purchased is already Australian registered and it would be a shame to have to cancel that and then pay another $1000 for the NZ rego. But it looks like I won't be able to transfer this Oz rego as I'm not an Australian permanent resident.

I search through the "Shipping Registration Regulations 1991" i.e. the actual legislation, and it does not mention "permanent resident" anywhere, it only says stuff like, at the very end of 22 (4): "is not an Australian national, information as to the status of that person as a resident of Australia."
Please Register, or first...
