The gospel according to Mr Lucas is that the wharf is good for 24 hours.

The wharf is good for 24 hours cumulative hours in any 12 month period. There is no anchoring in the harbour permitted, assistance from the local fishing boat fleet may be an option.

I had lunch looking at the harbour a week or so ago. It looked like there may be a couple of public moorings, so it might be worth a call to the local maritime office.

Doesn't the Wollongong Yacht Club have visitor's moorings?

You may have to pay to anchor or use the moorings etc. There is always Kiama.
