Who is the governing body that 'licences' and/or gives out the award of Yachtmaster/delivery skippers in Australia/NSW ?

Are they an industry self-regulator?
Or a legal entity like CASA is for aviation, inclusive of all types of recreational GA?

Is the process subject to examination or just logbooks based on LOA/sea-miles? Is there, say, biennial re-examination of any form?

Australia has now adopted the RYA sail training model and most if not all schools use it. I did the Yachtmaster Offshore theory in December last and am looking for the time to do the practical examination.
If you Google RYA training you will find the details.
I have a YA skippers qualification but it is of little use now as the RYA standard is quite a bit higher, especially on navigation, and recognized internationally.
A RYA qualification also counts towards a NSW Coxswains ticket.
