Really depends on the size and style of board, i.e. surf, flat water, downwinder...
Fin right forward on surf style board = paddle yaw, twitchy feel on wave, lack of drive, but will make board "feel" loose.
Fin more to back = less yaw & more paddle speed, more drive and speed on wave, stiffer & more solid "feel".
I usually start with rear of fin base approx. 8" from tail, and work back or forward from there. Funny thing with fins though is, if it looks right, it usually is. This is also really dependant on size and style of fins you are using, as well as your surfing style...
On flat water, fin is usually right at back to track straighter, unless doing lot of turns (maybe in a race).
Downwinding, is more reliant on board and paddler, but if you are inexperienced, start with fin pretty central in the box.
Your local shop should have a 'WonderBolt' (fin screw and plate) that will allow you to adjust your centre fin while out in the surf. They are very handy.
