Surfed a few hundred k's south of there (Lofoten Island(s)) back in 2000. Unfortunately my sponsors (Mum) didn't pitch in 100k so I made do with a springy underneath a 4/3 steamer + hood, booties, gloves, gaffer tape.
With a modern wetsuit, that region is totally do-able and Norway has a lot of small, average waves that would be a ball to SUP. The breathtaking Fjord landscape is difficult to drive around, but the opportunities for island hopping on a SUP are numerous. It's also legal to camp on public land just about anywhere, even in front of someones house on the beach. Expen$ive but.
