nusa lembongan island or West coast of Bali because there it's usually offshore by september and onshore in Nusa Dua, Sanur.

September in the morning there is no much wind.. On shore turn already more from South.
I suggets few days in Sanur then Lembongan. Boats to Lembongan leave early in the morning and come back early afternoon so to connect with flights from oversea could be a bit challenging.
Garuda / Air Asia no problem. Jet Star is still no go! Virgin not sure..
We can deliver the boards to the beach where the ferry leave to Lembongan free of charge.
Ciao for now.

Sanur is great and you can paddle out from most of teh hotels, we stayed at the Mecur, 20 min paddle to the reef although i believe boats are available as well.
