As for other sporting bodies... SUP isn't the only one with 2 fees - when I paddled a season with the local outrigger club, you had to pay club fees and AOCRA (national body) fees (for insurance) just to be a member of the club. Both fees were significantly more expensive that the reapective club/state fees we pay for SUP - but the club fee did include use (and maintenance) of the canoes and coaching so difference in club fee is justified.
For my local clubs:
Total club+national for outrigger = $270/year (plus race fees if you want to race)
Total club+state for sup = $110/year (SUPSA+SQLD plus race fees for state/nationals titles)
Total club only for sup = $60/year (SUPSA - plus race fees for non qualifying entry to state titles & associated events)
Really we don't have it too bad.
