Have had the same experience when living in the big smoke. I guess down here if you want to use a mal or a SUP and you dont have one many people will loan you one. Often guys will give a board to someone less fortunate, part of the reason I love living here is the community spirit.
You make a very valid point though.

I just need to say that quite often the guy out there on inadequate equipment for the conditions may just be there because he loves it but doesn't have the resources to kit himself up for all conditions. Up until recently I have not been able to afford any other boards, I still struggle but it is a little easier now.
I made do with my short board as it was all I could afford, 1 short board and 1 wetsuit for ALL conditions for pretty much most of my life. This doesn't mean I wasn't watching the guys on the mals and wishing I was them. Everyday I was out in small crumbly conditions I wished I had a mal, then the SUP's started appearing more often and I watched them with some sort of awe. I knew one day I would have one or more of these boards, I looked into ways of building boards because I couldn't afford purchase prices but I had all the tools I needed to build my own.
Now I have 1 SUP, 1 McTav fireball evo, a couple of shortboards, an alaia several skateboards, kiteboards and kite,
BUT......
I still remember having nothing.
